You can try and fix the problem using the advice here: -

Or you can reinstall Windows and start from scratch. If there's nothing on the computer you want to keep then that's what I'd do. Go into the BIOS and set the CD or DVD drive as the first boot device, then insert the XP CD and reboot. You can then format the drive and do a fresh install.

I don't know what the ! is for mate. Never seen that before. Usually, you set the CD drive as the first boot device, reboot with the XP disc in the drive, hit a key to boot from the CD and you eventually get this screen: -

Oh right. Those restore discs are shite and quite often rely on hidden partitions on the hard drive. Your best bet is to get a copy of XP Pro with SP2 integrated and use that. You can download one from a torrent site. Remove all of the partitions on the hard disc, format it, then reinstall XP and you should be OK. That's what I'd do anyway mate.
